ABOUT THE PROCESS
A two-year process to develop a strategic multimodal transportation plan that will work for all Richmonders.
Richmond Connects is about moving the City’s Equity Agenda forward. It’s about empowering communities that have experienced past injustices by removing barriers to access and opportunity.
The Path to Equity Policy Guide established 3 guiding principles and 10 equity factors, which will guide the Richmond Connects process. Richmond Connects is elevating voices of people and communities who have been harmed by past injustices, including low-income neighborhoods and those with Black, Indigenous, and People of Color residents.
Richmond Connects is identifying the City’s top needs for multimodal transportation – getting around by walking, riding a bicycle, or taking the bus. The plan will identify a list of projects and other recommendations that will make it easier and safer to get around without a car through a combination of data-driven analysis with equity-centered community engagement.
Richmond Connects is supporting the visions, goals, and objectives of the Richmond 300 Master Plan, the RVA Green 2050 Climate Equity Action Plan, and other city initiatives.

The process is engaging Richmonders through a variety of outreach tools and strategies, including informal pop-up appearances in neighborhoods and at community festivals, surveys, focus groups and other opportunities.
Outreach partners, who represent and live in BIPOC and underserved communities throughout the City, are championing Richmond Connects among their constituents.
YOUR VOICE MATTERS
We’re listening! Thousands of Richmonders have shared their transportation needs and desires in the areas where they live and visit.
This community input is being used to identify transportation inequities and prioritize transportation funding and projects.
THE PLANS
This robust process will result in several plans to make transportation in Richmond safer and easier for everyone!
These plans will identify transportation projects and programs for the City of Richmond. Projects and programs that work towards healing past injustices will be prioritized for near-term implementation.
STRATEGIC MULTIMODAL TRANSPORTATION PLAN
The Richmond Connects Strategic Multimodal Transportation Plan will analyze Richmond’s current transportation system to identify the biggest equity gaps and develop project and program ideas for closing these gaps.
